Nvidia and AMD agreed to pay the U.S. government 15% of its revenue from the sale of a certain chips to China. Is that legal?

Trump said Monday that he has cut a deal with chipmaker Nvidia, allowing it to sell certain artificial intelligence chips to China in exchange for a cut of the revenue, which would go to the U.S. government. Trump said he also negotiated a similar deal with chipmaker Advanced Micro Devices (AMD).

Nvidia Corp. and Advanced Micro Devices Inc. will give 15% of their chip revenue from sales in China to the U.S. government as a condition of receiving new export licenses, according to a report Sunday.
